Have you seen any benefit from grant funding of police officer positions within your local department?  COPS Grants were initially developed to increase staffing for the purposes of enabling community-oriented policing within smaller departments.  The problem with these grants became the fact that they were funding the officer for the first 2-5 years and the department had to commit to funding the position for an equal amount of time.  This produced mandated costs that impacted municipal and local budgets following a fiscal downturn.
